Cocke County Release Records
A release record is not one standard form. For a Cocke County jail episode, it may be a booking summary, movement entry, daily log, release screen, or jail-management printout. The best item identifies the person and booking episode, then states the actual exit date, exit time, disposition, and receiving authority when custody continued. The Cocke County Sheriff’s Office may hold the local booking and movement data. A court clerk holds the order or judgment that supplied legal authority. Those records answer related but different questions.
“Released” must be read with care. A community exit ends confinement at that point. A transfer ends a stay at one site while custody carries on elsewhere. Parole permits a prison exit under Tennessee Board of Parole conditions. Probation is court-ordered community supervision and does not always follow prison. A discharge may end Tennessee Department of Correction supervision, though other legal duties can remain. Cocke County released inmates should be described with the agency’s exact disposition, not a guess based on disappearance from a roster.
- Release
- A documented exit from a facility, which may or may not end all custody.
- Transfer
- A move to another custodian while confinement continues.
- Parole
- Release from prison to Board-authorized community supervision.
- Probation
- A court-ordered community sentence or supervision term.
- Discharge
- The agency’s recorded end of a sentence or supervision status.
Cocke County Release Types
The path after a Cocke County booking depends on the actual disposition. Bond, recognizance, a court order, time served, completion of a local sentence, and dismissal can support a community exit. Other entries, such as transfer to TDOC, another county, a detainer pickup, or medical transfer, mean that the person left one facility but did not necessarily become free from custody. Escape or death can also close a facility stay and must never be mislabeled as release.
| Recorded event | What it means | Best next source |
|---|---|---|
| Bond or recognizance | A court-authorized exit after stated conditions are met | Court order plus jail exit entry |
| Time served or sentence complete | The local confinement term has been credited or completed | Judgment plus actual release timestamp |
| Parole | Prison confinement ends while supervision begins | FOIL status and TDOC release record |
| Probation | Community supervision follows a court action | Court judgment and FOIL when listed |
| TDOC or county transfer | Physical location changes, but custody continues | Movement log and receiving agency |
| Detainer pickup | Another authority takes custody | Release disposition and new custodian |
Cocke County Release Record Fields
A focused request should identify one booking episode and seek fields that already exist. Cocke County is not required to create a new report or calculate an answer that its files do not contain. A custodian may also redact protected information. Asking for the actual movement or release entry is more useful than asking for all information about a person, since it narrows the search and highlights the event that needs proof.
| Field | What it shows |
|---|---|
| Name and birth date or booking ID | Links the response to the intended person and episode |
| Booking date and time | Marks the start of the local custody event |
| Arresting agency and charges | Identifies the source and basis recorded at intake |
| Bond | Shows the bond data maintained with the booking |
| Movement history | Shows remote placement, court transport, or transfer |
| Actual exit date and time | Documents when the physical stay ended |
| Release reason or disposition | Distinguishes community exit from a custodial handoff |
| Receiving agency or destination | Identifies who took custody after a transfer |
Cocke County publishes no online retention period for release entries or booking photos. The official app is described as an active roster, not a former-inmate archive. If the requested file is no longer kept, ask the custodian which retention authority applied and when disposition occurred. For a state felony episode, FOIL can retain current or former-offender information beyond the jail stay, while older state documents may require the TDOC archived-record process.
Note: A positive movement entry is stronger evidence than an old roster result or a search that returns no name.
Request Cocke County Release Records
Begin with the Cocke County Sheriff’s Office and ask that a narrow request be routed to the public-record request coordinator. The Detention Center’s official administrative address is 111 Court Avenue, Newport, Tennessee 37821. Detention lines are (423) 623-9043 and (423) 613-9128. Posted public-office hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. Those hours do not define release-processing times.
- Identify the person by full name and birth date or booking number. Add the approximate booking date to isolate the episode.
- Ask for the booking/release record, jail movement or transfer entry, and the actual release or transfer date and time.
- Request the release disposition and receiving agency or destination, if those fields are maintained and public.
- If the person was housed elsewhere, request Cocke’s authority and movement data, then ask the physical custodian for its exit entry.
- Ask for an estimate before copies or substantial labor are used. Keep the written response with the court record.
The county’s 2017 public-records policy says inspection is free. Its then-adopted schedule listed black-and-white letter or legal copies at $0.15 per page, color copies at $0.50, labor after ten hours, and vendor costs. It also described no duplication charge below $5, a possible waiver up to $20, and possible advance payment over $20. Because the policy is old and hosted on a mirror, verify the current coordinator, address, and fee terms before ordering.
Note: Ask for a current estimate because the old policy is evidence of past terms, not a guaranteed present quote.
Cocke County Release Records Law
The Tennessee Public Records Act, Tenn. Code Ann. §§ 10-7-501 and following, generally allows Tennessee citizens to inspect state, county, and municipal records unless another law makes them confidential. An agency may ask for proof of Tennessee citizenship. There is no statewide clearinghouse, so the request goes to the office that keeps the record. Inspection normally has no fee, while copies, labor, and vendor charges may apply under a written policy.
If prompt production is not practical, the custodian should act within seven business days by producing the record, denying the request in writing with a basis, or stating the reasonable time needed. That is an initial-response rule, not a promise of final delivery in seven days. The law does not force Cocke County to compile a special daily release list that it does not maintain. Sealed or expunged files, juvenile data, medical information, protected identifiers, some investigative material, and security-sensitive jail details may be restricted.
Expungement can change public access after an otherwise valid release record once existed. The process starts in the court where the arrest occurred, and eligibility depends on the case outcome and current law. An eligible order can be sent to the arresting agency, jail, TDOC, and TBI. Old copies should not be used to reconstruct a record that the lawful process removed. Tenn. Code Ann. § 40-32-101 is detailed and changes over time, so the clerk and current statute control.
Cocke County Bond Release Proof
No official Cocke County bond schedule was located in the research. For a specific case, the General Sessions Court Clerk at (423) 623-8619 can help locate the bond order, while detention staff at (423) 623-9043 can address the custody event. The court record establishes what a judge ordered. The jail’s release or movement entry establishes what happened next and when.
A bond release is not the same as time served or dismissal. It also is not proven by a missing roster name. Conditions may not yet be complete, another case may carry a hold, or another authority may take custody. Search linked cases and ask whether any detainer remained. If the legal reason and physical exit are both important, retain the signed order and the matching jail timestamp as separate records.
Cocke County Release Count Context
The Sheriff’s official page states an average jail population of 165. A TDOC snapshot dated January 31, 2025 recorded 117 people against capacity of 120, including 59 pretrial detainees. The 117 count equaled 97.5 percent of that report’s capacity figure, and the pretrial share was 50.4 percent. These are different measures taken in different ways and at different times. They are not competing release totals.
Neither number should be multiplied or converted into an annual count of Cocke County released inmates. Average population describes the people held across a period, while the TDOC report is one day’s snapshot. The data also predates the later Jefferson County Workhouse arrangement documented in 2026. No sourced annual-release total was found, so population figures should remain context only.
Note: Population reports describe occupancy, not how many people left custody during a day, month, or year.
Find Cocke County Released Inmates
The strongest Cocke County released inmate search starts with custody, not a single website. The official Cocke County Sheriff TN app can test current active-roster presence. If a name appears, release has not been shown. If the name is absent, call Cocke detention and ask whether the person is held locally, housed remotely for Cocke, transferred to another authority, or released. Record the search and call time.
- Check the active app roster only for present custody, then call Cocke detention for a precise status.
- Identify and contact the physical custodian when Cocke says the person is housed outside the county.
- Search the Cocke court portal for the disposition, judgment, bond, time-served entry, and other open cases.
- Request the specific booking, release, and movement records from Cocke and any physical custodian.
- Use TDOC FOIL for a felony sentence or state supervision, Tennessee VINELink for participating custody data, and the correct federal system when applicable.
Cocke County Recent Release Limits
No official Cocke County web page was found with a rolling 24-hour release list, 72-hour release list, or former-inmate archive. The Sheriff and Jail pages provide contacts and facility facts but no release-search link. There is no verified public cadence, field list, photo feature, or online retention period for such a feed. The app’s reported active roster must not be relabeled as a list of Cocke County released inmates.
For a defined day or three-day period, ask for existing release-log or jail-movement entries between stated start and end timestamps. The county need not create a report that it does not keep, and a records request may not produce an instant answer. For one named person, a targeted booking episode is more precise. Call first when current status matters, then preserve the written response and supporting record.
Cocke County Court Release Proof
The Cocke County public case portal and Circuit Court Clerk dockets can preserve disposition language after a person leaves a live roster. A case may show time served, probation, dismissal, a judgment, bond events, later orders, or costs. Obtain the signed judgment or release order if the exact legal effect matters.
The court file explains why an exit was authorized. It usually does not prove the instant when jail staff completed release. A dismissal on one charge also does not resolve another case or detainer. Review linked cases, then match the order to the jail’s release or movement timestamp. Circuit and General Sessions maintain different case sets, so ask a clerk to route an uncertain matter.
The official court search provides the local legal side of the Cocke County release trail.
A court result should be paired with the custodian’s positive exit record before reporting that the person entered the community.
Note: A favorable order and an actual facility exit are two distinct events that often require records from two offices.
Cocke County TDOC Release Search
The Tennessee Felony Offender Information Lookup, or FOIL, covers felony offenders currently or formerly in TDOC custody or supervision. It is the main statewide route for a Cocke County felony case. It does not cover every pretrial stay, short county misdemeanor sentence, or federal matter. Name search uses last name, first name, an optional aliases check, and race. Identifier search accepts a TDOC or TOMIS number or a State Identification Number. CAPTCHA completion is required.
| FOIL field | How to read it |
|---|---|
| Supervision Status | May state incarcerated, parole, probation, or inactive |
| Assigned Location | Shows the listed institution or supervision assignment |
| Release Eligibility Date | Marks possible eligibility, not promised physical release |
| Sentence End Date | Shows TDOC’s calculated endpoint, which can change |
| Parole Hearing Date and Result | Shows hearing data, not by itself an actual exit |
| Active Tennessee Sentences | Reveals overlapping or consecutive case information |
Match identity through the photo or physical details, TDOC ID, SID, and birth date before reading status. “Parole” means confinement has ended under supervision. “Inactive” needs sentence and release context and should not be translated automatically as full discharge. A past eligibility date does not prove exit if the status remains incarcerated. FOIL warns that dates can change when TDOC receives more court material.
The official FOIL screen shows the two statewide search routes available for a Cocke County release check.
The result detail, not the blank search form, supplies status, location, sentence, eligibility, and supervision context for the matched person.
Cocke County Release Location Changes
Hurricane Helene damaged Cocke’s former jail operation and forced detainees into facilities across East Tennessee. WVLT reported in June 2026 that Jefferson County Workhouse was then used under a one-year agreement that could be ended on notice. The report also described a planned 216-bed replacement compared with the former 88-bed facility. Those figures describe the rebuilding problem, not a current release capacity or release count.
This history changes each person-level search. “Cocke County inmate” may describe the booking and court authority while Jefferson or another county is the physical custodian. Ask Cocke where the person slept, then ask that facility whether the person physically exited, returned to Cocke for court, transferred to TDOC, moved to another custodian, or entered the community. The agreement itself must be rechecked because its status can change.
Question: Does leaving Jefferson County Workhouse prove a Cocke County release? No. The exit may be a transport, transfer, pickup, or community release. Records from both counties may be needed to name the event correctly.
Cocke County Custody Search Routes
Tennessee VINELink can show custody information from participating sources and register future custody-change notices. Search by name or offender ID, verify the source agency, and read the exact live label. A missing record is not release proof. Data participation, delay, spelling, transfer, or closure can explain a failure to find the person. A displayed release should still be confirmed with the jail or TDOC because VINE is a notice service, not a certified discharge record.
Federal custody requires a different route. The BOP Inmate Locator covers federal inmates from 1982 to the present and may show “Released” with a date. “Not in BOP custody” is not enough by itself because another agency may hold the person. A pretrial U.S. Marshals prisoner can occupy a contract jail bed before a standard BOP history exists. The ICE detainee locator focuses on current searchable detention and is not a historic release archive.
FOIL may show parole or probation and a listed supervision location. Cocke County’s TDOC District 20 community-supervision office is at 1000 W Highway 25/70, Newport, TN 37821, with telephone (423) 625-6460. The office can confirm routing and provide the person’s actual reporting instructions, though staff may limit disclosure. The TBI Sex Offender Registry applies only when a statutory registration duty exists. Its status is not proof of a jail exit time.
- Current Cocke booking
- Start with the active app roster and a detention call. Confirm with Cocke or the physical custodian’s exit record.
- Former county stay
- Start with the court portal and a targeted records request. Seek a positive release or movement entry.
- State felony case
- Start with TDOC FOIL. Confirm status through the completed state release record when the exact event matters.
- Federal sentence
- Start with the BOP locator. Confirm identity and the former-inmate result with the responsible agency record.
- Immigration custody
- Start with the ICE locator and responsible field office. Obtain agency confirmation of the event.
Note: Select the system by the authority that held the person, not merely by the county where the case began.
Cocke County Release Fee Claims
Cocke County’s fiscal year 2025 audit reports aggregate “jail fee” revenue in court accounts. That line does not establish a charge assessed to each person, who paid it, when it was collected, or whether payment occurred at release. It should not be renamed as a booking charge or a pay-to-stay fee without a more specific legal and accounting source.
Keep that audit entry separate from public-record copy charges. A fee quoted for copies or staff time concerns production of records, not the custody event. Ask the custodian for a current estimate before ordering a release record. If a court ledger shows an amount in one case, the clerk can explain the exact label and authority for that case without turning an aggregate audit category into a countywide rule.
Note: An audit category and a case-specific charge are different records and should not be treated as interchangeable proof.
Cocke County Release Program Limits
The Sheriff identifies specific detention programs: Tuesday faith-based education, JCAP, RU, Helen Ross McNabb, WestCare Tennessee, Rural Medical Services, and Cherokee Mental Health. These are genuine local details about activity in custody. The official source does not promise that any program continues after release, guarantees admission, or provides a fixed reentry service for every Cocke County released inmate.
For current details, ask detention staff or the named provider whether a program is active and whether continuity services are available for the person involved. Do not treat program participation as proof of parole, probation, discharge, or a release date. Community supervision belongs to TDOC Field Services when the state record assigns it, and a court may impose probation separately.
Cocke County Release Facilities
The facility map has two relevant entries. The Cocke County Detention Center is the official administrative and records starting point under Sheriff C.J. Ball, but its Newport address does not prove where a named detainee slept after Helene. Jefferson County Workhouse is included because it was reported as a contracted placement for Cocke detainees, not because it lies within Cocke County. Verify the agreement and the person’s placement each time.
- Cocke County Detention Center: request Cocke booking, court-authority, movement, and release data.
- Jefferson County Workhouse: confirm the physical exit and whether it was transport, transfer, or community release.
The final check should answer three questions: Which agency and facility had custody? What event occurred? Which positive source proves it? A completed release or movement entry is strongest, followed by a responsible agency response reconciled with FOIL, VINELink, and the court order. An eligibility date, favorable hearing, old photo, missing app name, or failed search cannot answer all three alone.
