Three days of roster absence still does not prove release. A positive record should state the actual exit or transfer time and explain the event.

WVLT reported in June 2026 that Cocke County used Jefferson County Workhouse under a cancellable agreement. The contract's current status and the person's placement must be confirmed at search time. Neither the facility name nor a Cocke booking guarantees where the physical exit was logged.

A person may drop from a Cocke active roster due to movement to Jefferson or another custodian. Jefferson may then record transport back to Cocke, transfer to TDOC, pickup by another agency, or release into the community. Each is a different event. Request Cocke's authority and movement record and the physical custodian's exit record. When they use different timestamps, ask which one marks the actual door-out event and which one marks administrative closure.

This is why an existing log should include receiving agency and destination when maintained. A list of names and removal dates alone can blur transport with release. The three-day review should preserve each custodian and disposition rather than flattening every absence into “released.”
